The following presentation was written by Lyle J. Rapacki, Ph.D.  Both he and Heather Gass from the San Francisco Bay area have been briefing Arizona Legislators and others on the tenets of Agenda 21 and their impact on Arizona business, industry, rural communities, change in our representative form of government, the threat to law enforcement, and the economic impact we will experience if Agenda 21 becomes even more reality than is present within our state.

It is impossible to comprehend that there should be a debate about the need to secure the border of our State or that of the United States when you realize the reason for secure borders is to protect the lives of Americans, and those living here legally, as well as to help secure a stable economy.

It is equally difficult to make sense, much less comprehend, the need to discuss securing the sovereignty of our State outside the realm of our border, but as we all know there is a new wind blowing across our country, a wind that appears much cooler and inhospitable to the idea of securing and maintaining our sovereignty as a state from far-reaching, never ending, intrusive policies and political moves emanating from radical ideologues with a dedicated agenda to recreate America into something very far from the ideals our Founders fought so long and hard to birth, and then to establish as special and exceptional.

America is sliding quickly towards becoming a bit player on the world’s stage, and the middle class of this Nation – once the envy of the world – is on the verge of being eliminated.

An unholy symphony of people have come out from the closets, out from the shadows, and from under rocks.  This group is no longer hiding, no longer hesitant about their views or agenda.  Their brazen anti-American/pro-global beliefs is equaled only by their arrogance and even vicious hubris.  You can call them Communists, Marxists, Fascists, or Globalists and One-Worlders but the common thread that binds them together is their despise of America’s middle-class, their hatred for capitalism, and the free enterprise system our Nation is so noted for throughout the world.

This anti-American hatred formalized itself in 1968, with the formation of the Club of Rome.  The membership roster reads like a “who’s who” of the world’s “movers and shakers.”  It includes U.N. bureaucrats, scientists, economists, and business leaders, including former American presidents and industrialists.  All members hold an allegiance to the dream of a Global community, a New-World Order that erases national sovereignty and government in exchange for rule by an elite few.

In 1972, the Club of Rome published a book called: “The Limits to Growth” which remains the best-selling book on the environment of all time.  This book produced the theme which has remained with the Global Elite to this day: Economic growth cannot continue indefinitely, because of the limited availability of natural resources, particularly oil.

Another theme invented by this book and group is: “Global warming and Greenhouse gases.”  This theme was deliberately intended to bring all humans together to fight against a common enemy – The destruction of Mother Earth!

Equally invented in 1992, was the United Nations Conference on Environment and Development – the Earth Summit – in Rio de Janeiro, Brazil.  At this International Earth Summit, 178 nations signed an agreement called: Agenda-21 – The United Nations agenda for the 21st century.  This Agenda-21 detailed how nations will begin to implement “sustainable development.” 

Now “sustainable development” and “sustainable community” sounds all warm and fuzzy, something we all could rally around and support.  “Sustainable” means something that lasts – or is sustained – forever.  In accordance with Agenda-21 the term “sustainable development” really means development that is dictated by or otherwise approved and controlled by government.  What the public is not being told is that a new authoritarian state is being developed well outside the ideas and values placed in our Founding Documents establishing our representative form of government.

Individual rights are to give way to the needs of communities as determined by a globalist governing body – NOT as determined by elected city councils, or Boards of Supervisors, or even State Legislatures!  Our elected representatives are being pressured by international and national organizations to enforce Agenda-21 in the name of environmental protection.  But this is a diabolical smokescreen, and it only leads to: control of private property, higher energy costs, forced renovations of homes that can leave homeowners bankrupt, the establishment of non-elected boards, councils and regional governments that make policy in secret, and behind closed doors.  This New-World Order plan aggressively calls for the implementation of an overpowering federal government that removes all decision-making from local representatives including from the hands of private property owners.

An ideology also imbedded within Agenda-21 cites that the affluence of Americans; the privilege we have to succeed and do well, to prosper, is a major problem with the Global Elites, and this problem needs to be eviscerated.  The well written and orchestrated agenda calls for lowering the standard of living for Americans so that the people in poorer countries will have more, we will have less, equally will be the new norm, and redistribution of wealth will be the vehicle by which this is achieved.  America’s downward economic spiral is planned so we can achieve a condition closer to the world’s average poor.
